Dover Free Public Library Launches Fluency Center to Support Spanish-Speaking Residents

Continuing Partnership with Literacy Volunteers of Morris County Offers ESL Classes and Tutoring


The Dover Free Public Library is proud to announce the grand opening of its new Fluency Center, a dynamic learning hub designed to support adult literacy and English language development in the heart of Dover’s vibrant, multilingual community. This initiative is launched in partnership with Literacy Volunteers of Morris County (LVMC) to offer one-on-one tutoring and English as a Second Language (ESL) classes to residents free of charge.

Dover has one of the largest Spanish-speaking populations in Morris County, and the Fluency Center was created in direct response to that need. Designed to serve adult learners, the center offers tools and materials to build confidence in reading, comprehension, and verbal expression—key foundations for navigating daily life, pursuing education, and participating in civic life.


“We’re excited to provide a welcoming space where residents can grow their language skills, prepare for citizenship, and access free resources that support lifelong learning,” said Timothy Domick, Director of the Dover Free Public Library. “Through our collaboration with Literacy Volunteers of Morris County, this is more than just a collection of books—it’s a bridge to opportunity.”


Features of the Fluency Center Include:

  • Bilingual Materials: Books, dictionaries, and story collections in English and Spanish

  • Citizenship Resources: Test prep guides and legal literacy materials

  • News & Stories: Easy English newspapers to build fluency through current events

  • Visual Dictionaries: Like the Oxford Picture Dictionary to support vocabulary growth

  • Cultural Enrichment: A display of common idioms in English and Spanish for everyday conversation


In addition to self-guided resources, the Fluency Center connects patrons with trained tutors from LVMC, who provide personalized English instruction and coaching. The program is especially designed for adults at any stage of learning, whether they are beginning readers or looking to strengthen their skills.


LVMC’s tutors focus on reading speed, accuracy, and expression, using methods such as repeated readings, engaging texts, and reader’s theater to foster both comprehension and confidence. These efforts are grounded in the latest adult education research and emphasize individualized learning plans to help each student succeed.


Open to All – No Cost, No Barrier


Library cardholders can borrow materials directly from the center, and all tutoring and ESL classes are free to participants. The library also encourages walk-ins to explore the materials and learn more about enrolling in a class or being matched with a tutor.
