Dover Det. Lt. Sues Town, Mayor, and Officials

Five-count lawsuit stems from wiretapping case dismissed by Morris County Prosecutors Office.

Dover Police Det. Lieutenant Oxmani Corona has taken legal action in response to actions that he claims were taken against him by Mayor Dodd and town officials over false wiretapping claims.

Dover Police Detective Lieutenant Oxmani Corona has filed a lawsuit against Dover Mayor James P. Dodd, CFO Dr. Edward Ramirez, and the Town of Dover, claiming that he was targeted as part of a 2025 claim by the Mayor that Police Chief Jonathan Delaney and the DPD "wiretapped" calls coming into Town Hall.

In 2025, investigators from the Morris County Prosecutors Office reported that they found “no evidence of criminal activity on behalf of any member of the Town of Dover Police Department.”

Mayor Dodd's claims that the recorded calls were illegal were refuted when investigators revealed that Town Hall's new VoIP (Voice Over Internet Protocol) system, with its "all calls will be recorded" messaging, including storing the messages, was legal.

Lt. Corona's suit, filed in Superior Court of New Jersey Law Division by attorney Richard P. Flaum, outlines a five-count claim of:

• Violation of the Conscientious Employee Protection Act,

• New Jersey Law Against Discrimination, claiming that he was unjustly passed over for promotions;

• Defamation, by falsely accusing him of wiretapping and secretly recording municipal calls;

• Breach of Contract, by revealing that Lt. Corona had been placed on administrative leave, in violation of the Superior Officers contract;

• Violation of the New Jersey Civil Rights Act, saying that, among other things, he was "deprived of substantive due process rights."

The suit requests a trial by jury.

Chief Delaney said he could not comment on the lawsuit.

Mayor Dodd did not respond to a request for comments.
